Merced County Association of Governments (MCAG), acting as the Regional Transportation Planning Agency, is seeking a consultant for three Transportation Development Act (TDA) triennial performance audits. - Government buyer: Merced County Association of Governments (MCAG), Regional Transportation Planning Agency (RTPA), Merced County, California. - Audit subjects: MCAG; the Transit Joint Powers Authority for Merced County (TJPAMC), also known as The Bus; and the Yosemite Area Regional Transportation System (YARTS). These are audit subjects, not vendors. - OEMs and vendors: No OEMs or commercial vendors are named; no products are requested. - Services requested: Three separate audits covering fiscal years 2023/24 through 2025/26. Each includes a TDA compliance review and follow-up on prior audit recommendations. The two transit-operator audits also require performance-indicator and trend analysis; all audits include functional reviews. - Deliverables and coordination: Three separate audit reports, evidence-based findings and practical recommendations, plus project management and coordination. Reports are to incorporate agency responses and be suitable for Governing Board presentation and submission to Caltrans. - Notable requirements: Conduct audits pursuant to California Public Utilities Code Section 99246 and coordinate data requests and interviews to minimize unnecessary or duplicative work. - Budget: Maximum stated budget is $42,000.

Description

MCAG is soliciting proposals from qualified consultants to conduct Transportation Development Act (TDA) Triennial Performance Audits pursuant to Public Utilities Code Section 99246. The audits cover MCAG and Merced County’s two public transit operators: the Transit Joint Powers Authority for Merced County (TJPAMC), also known as The Bus, and the Yosemite Area Regional Transportation System (YARTS). The audit period is fiscal years 2023/24, 2024/25, and 2025/26. Proposals are due electronically and must also be emailed to the procurement contact by November 12, 2026, at 12:00 p.m. PDT.
