SEPTA is seeking professional construction-management and inspection support for the first phase of a major catenary replacement project in Philadelphia. - Government buyer: Southeastern Pennsylvania Transportation Authority (SEPTA), Procurement and Supply Chain Management; the insurance document identifies SEPTA’s Office of General Counsel, Risk Management Department. - Funding and project stakeholders: The Federal Transit Administration (FTA) provides financial assistance, and the City of Philadelphia is also identified in project materials. Gannett Fleming is named as a project participant, and Amtrak’s 30th Street Station is a project boundary reference. - Primary requested services: Construction management, field oversight, geotechnical engineering, special inspection, safety and quality management, schedule and cost management, coordination with stakeholders and agencies, environmental and archaeological compliance oversight, testing and commissioning, document control, and closeout. - Construction scope: Phase 1A covers approximately 257 drilled foundations (±5%), comprising 203 caisson-type catenary foundations and 54 caisson-type down-guy foundations, 36–54 inches in diameter. Work includes drilling foundations, setting cans and rebar cages, placing bolt patterns, pouring concrete, and finishing the work. - Related project context: The broader 30th Street-to-K project includes replacement of approximately 306 catenary poles and 1.6 miles of track, along with retaining-wall work, slope stabilization, duct banks, a concrete bulkhead, tunnel work, and other infrastructure improvements. - Notable requirements: The project area includes historic and burial grounds, including the Quaker Blockley Burial Ground. Project materials require archaeological monitoring and discovery-response procedures for human remains and historic resources, as well as historic-preservation measures such as interpretive signage and a public Story Map. - Eligibility constraint: A construction-management proposer cannot also serve on the project as the Design Engineer/EOR or as the general, electrical, or mechanical contractor, including through a joint venture or subconsultant. - Products and OEMs: No products, part numbers, or OEMs are identified; this is a professional-services procurement.
