Gaston County is seeking a provider to convert archived Public Health microfilm records into secure, searchable digital files. - Government buyer: Gaston County Finance Department, for the Gaston County Department of Health and Human Services, Public Health Department. - Requested service: Collect and digitize approximately 1,912 rolls of archived medical records; the source also cites about 196,479 known records across 878 distinct rolls. - Maintain documented chain of custody, scan the microfilm, use OCR to make records searchable, and assemble each patient’s complete record into one multi-page PDF. - Index records at minimum by patient last name, first name, date of birth, and patient number when available; perform quality checks and deliver files compatible with Laserfiche or another County-approved format. - Key requirements: Protect HIPAA-regulated health information, execute a Business Associate Agreement, and return original microfilm after acceptance unless the County authorizes secure destruction in writing. - OEMs and vendors: No service provider or OEM is named. Laserfiche is identified as a possible compatibility target, not as the digitization contractor. CDC funding is administered by NCDHHS; the cited grant amount is not the solicitation’s budget. - Contract term and value: Contract duration, options, and solicitation-specific funding are not stated.
