VA nationwide procurement of image-guided surgical navigation systems and related equipment

The Department of Veterans Affairs is seeking image-guided surgical navigation systems and related equipment for VA medical centers nationwide. - Government buyer: U.S. Department of Veterans Affairs, Veterans Health Administration (VHA), through the Equipment Life Cycle Management (ELCM) Program, Enterprise Procurement Office, and Non-Expendable Equipment National Program. - OEMs: Medtronic is the named system manufacturer; ZEISS and Leica are named for compatible microscope interface kits. The solicitation also allows an equal system meeting the requirements. - Products requested: Medtronic StealthStation S8 or equal navigation systems, with associated carts, software, navigation instruments, Autoguide components, ZEISS/Leica interfaces, and O-Arm O2 configurations and upgrades. The NX EQ system is also identified in the solicitation. Attachment A quantities and CLINs were not provided; the VA estimates purchases will depend on orders from medical centers. - Important requirements: Systems must be new OEM equipment and meet the specified product characteristics. Requirements include installation and setup, clinical and biomedical staff training, software updates, preventive maintenance, repairs, and replacement. Notable technical features include image fusion and real-time navigation; CT, MRI, and 3D ultrasound interfacing; cranial and spine navigation; optical and electromagnetic tracking; FDA 510(k) approval; at least a one-year manufacturer warranty; and interoperability with VA electronic health records. - Services and reporting: Installation and setup are at no additional cost. The contractor must coordinate software upgrades and maintenance with VA facility contacts and provide monthly and quarterly sales reporting. - Performance period: One 12-month base period and four 12-month option periods, for up to 60 months.

Description

This is a combined synopsis/solicitation for commercial products prepared in accordance with FAR part 12. This announcement constitutes the only solicitation. Proposals are being requested and a separate written solicitation will not be issued. Solicitation number 36C10X27R0004 is issued as a Request for Proposals (RFP) for Image-Guided Surgical Navigation Systems. This acquisition is set aside for Service-Disabled Veteran-Owned Small Businesses. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. Line Items: Refer to ATTACHMENT A - PRICE COST SCHEDULE_NX EQ Image-Guided Surgical Navigation System for CLINs, quantities, and units of measure. Description of Requirements: Offerors shall provide NX EQ Image-Guided Surgical Navigation Systems that meet the salient characteristics listed in ATTACHMENT B PRODUCT DESCRIPTION. Only new OEM equipment is acceptable. No refurbished, remanufactured, or gray market items will be considered. Delivery and Acceptance: Delivery is FOB Destination. Specific delivery locations and dates will be identified in individual orders issued under the contract.
