MD-500 helicopter flight and support services for USNTPS

NAWCAD is seeking MD-500 flight support for U.S. Naval Test Pilot School qualitative-evaluation exercises at NAS Patuxent River. - Government buyer: U.S. Department of the Navy; Naval Air Warfare Center Aircraft Division (NAWCAD), supporting the U.S. Naval Test Pilot School (USNTPS). - Vendor: Business Aviation is identified as the intended sole-source awardee. No aircraft manufacturer is named in the provided material. - Aircraft: One MD-500 helicopter, configured with dual controls, available for up to 17 demonstration flight hours. The aircraft must meet applicable FAA standards, support day-VMC operations, have a Mode 3C transponder and VHF communications, and be authorized to use JP-5, JP-8, or 100LL fuel. - Flight and support services: A qualified safety pilot, aircraft maintenance and logistics support, ferry/repositioning flights, and pilot and maintainer presence are required. The schedule lists 4.4 Each for demonstration flight hours, 17 Each for ferry flight and travel, 12 Each each for pilot and maintainer daily rates and travel, 24 Each each for lodging and per diem, and return-home aircraft ferry items of 1.6 Each (dry) and 2.8 Each (wet). The statement of work separately describes up to 17 demonstration hours and up to 8.8 ferry/repositioning hours. - Notable requirements: Sorties are expected to last one hour per member; billable flight time is calculated under CNAF-M 3710.7 in 0.1-hour increments. The contractor must provide aircraft and pilot documentation, insurance, inspection, and landing permits. - Performance period: Planned for approximately two months, with demonstration flights scheduled within a shorter period; exact flight timing is coordinated with the USNTPS flight schedule.

Solicitation N00421-27-Q-1011  is issued as an intent to sole source. The Government intends to

Purchase on a firm fixed-price basis, and to solicit and award the proposed purchase order on a

Sole source basis with Business Aviation, under the authority implemented by Federal

 Acquisition Regulation (FAR) Part 13..

Offerors must be registered in SAM.GOV database prior to submission of an offer to be

considered for award of any DOD contract. This may be accomplished electronically at

http://www.SAM.gov.

 This is a firm fixed-price procurement; therefore, the offeror’s initial offer should represent the

 Vendor’s best quote in terms of lowest price and technical acceptability.  Your quote must

contain enough technical information to evaluate your quote. Your quote will only be evaluated

on the information, you provide.

Basis for Award

All interested parties MUST submit a quote no later than Oct 19, 2026 @ 12:00 PM Eastern

Standard Time. Award will be made to the vendor that submits the lowest, firm fixed-price

Quotation that meets all the requirements in Section B.  See attached SF-18.
