California CDCR is seeking a complete, materials-only roofing package for the Central Kitchen roof at California State Prison, Corcoran, with related roofing products and manufacturer support. - Government buyer: State of California, Department of Corrections and Rehabilitation (CDCR); Facility Planning, Construction & Management; Procurement Support. Related design documents identify Facilities Design, Construction, and Management and Design Standards and Services. - OEMs named: Sika Sarnafil (basis-of-design PVC membrane and walkway products); Dow Chemical (Styrofoam Deckmate Plus), Owens-Corning (Foamular 250), and Johns Manville (CertiFoam 25) for XPS insulation, or equal. Other named product manufacturers include Georgia-Pacific, USG, and National Gypsum for cover/thermal boards. - Requested quantity and scope: One complete roof assembly for approximately 16,637 square feet at Building 309A, Central Kitchen Phase 1, roof design D-916. The State performs installation. - Roofing system: Fully adhered white, reinforced 80-mil PVC membrane with factory-applied felt backing, insulation sized to achieve minimum R-30, cover/protection board, vapor retarder, tapered insulation for drainage, flashings, vents, fasteners, anchors, termination bars, walkways, and roof-drain, scupper, and penetration components. The specifications identify Sika Sarnafil G410FB (part number G410FB) and RoofNav Assembly 222906-0-0 as basis-of-design references. - Other products and support: Coping and related sheet-metal products; adhesives and sealants with product information, quantities, and unit pricing; 24 hours of manufacturer technical assistance; submittals; manufacturer field inspections/certification; and roof water testing where applicable. - Key technical requirements: FM Global listing including wind uplift (specified system performance includes FM 1-90), UL Class A fire resistance, and minimum R-30 insulation. XPS is specified; EPS and polyisocyanurate insulation are not acceptable. The complete system requires a manufacturer’s standard 10-year, non-prorated, no-dollar-limit warranty covering labor and materials. Adhesive coverage for the membrane must be 100 square feet per gallon, and insulation adhesive must meet referenced FM Global requirements. - Submittals and delivery: Provide product data, shop drawings, manufacturer certification and installation instructions, a sample warranty, required roof layouts, and the completed CDCR Roof System Review Checklist.
