Delaware DNREC is seeking participating contractors to deliver residential solar installations through its Low- to Moderate-Income Solar Program. - Government buyer: State of Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Climate, Coastal and Energy, State Energy Office. - Requested systems: - Low-income household solar PV systems, capped at 6 kW; DNREC is invoiced 100% of approved project costs. Applicants must first complete the Weatherization Assistance Program. - Moderate-income household solar PV systems, capped at 8 kW; DNREC is invoiced 70% of approved project costs. - Quantities and part numbers are not specified. - Contractor services: Market the program statewide, support clients and applications, assess home suitability, provide system proposals and energy-savings projections, obtain DNREC approval before installation, install systems, instruct clients, provide manuals and warranty information, and cooperate with quality-control inspections. Contractors also provide guidance for PV removal and disposal and maintain program communications and eligibility. - Notable technical and program requirements: Systems must meet Green Energy Program requirements, including panel azimuth of 80–280 degrees and a total solar resource fraction (TSRF) of at least 70%. Each system must have a minimum 10-year parts-and-labor warranty. DNREC approval is required before installation, and DNREC receives the associated solar renewable energy credits (SRECs) and other tradable energy or environmental commodities. - Licensing and compliance: Contractors must hold required Delaware licenses and certifications, provide or initiate Delaware business licensure before award, and provide proof of insurance. Proposals must attest that non-public Delaware data will not be stored or transferred outside the United States. - OEMs and vendors: No solar equipment OEMs, brands, part numbers, or individual installation vendors are named in the provided materials. The Green Energy Program and Weatherization Assistance Program are referenced as program requirements, not vendors. - Term: Three years, with two optional one-year extensions; the State may also extend the contract month-to-month for up to three months after the full term.
