The U.S. Air Force seeks Strategic Energy Manager support to sustain WR-ALC’s ISO 50001 energy management certification at Robins Air Force Base. - Government buyer: Department of the Air Force, through Air Force Materiel Command and Air Force Sustainment Center; Warner Robins Air Logistics Complex (WR-ALC), including its Energy Office and offices identified as 402 MXSG/MXDEA, 402 EMXG, 802 MXSS/MXDTC, WR-ALC/SE, and WR-ALC/OBCB. Government points of contact named in the attachments include William (Damon) West and Andrew (Andy) Davis. - OEMs and vendors: No supplier or equipment OEM is identified as a source for products being purchased. Microsoft Office, MS Project, and SharePoint are referenced as software platforms or tools, not as items to be procured. - Core services: Provide Strategic Energy Manager expertise, personnel, equipment, tools, materials, and supervision to sustain and improve WR-ALC’s ISO 50001 Energy Management System (EnMS) and certification. - Audits and program oversight: Organize and fund one on-site internal ISO 50001 audit per contract year, led by at least one outside ISO 50001 auditor; support certification, surveillance, and recertification audits; conduct pre- and post-audit management briefings; review EnMS documents twice yearly and assess program health and risks. - Energy engineering: Develop and maintain an aggregate WR-ALC energy baseline model and Energy Performance Indicator (EnPI), plus a baseline model and performance metric for each existing and new significant energy use (SEU). Use regression analysis and account for operating conditions; support energy metering data collection, validation, analysis, and meter maintenance or installation as needed. - SEU and workforce support: Help SEU teams set measurable objectives and energy-reduction actions, provide coaching and annual internal-audit training, and conduct two workforce energy-awareness campaigns annually. - Planning and documentation: Maintain the ISO 50001 program guidebook, an Integrated Master Schedule, milestone briefings, and program status and audit reporting. The schedule is detailed by week, normally prepared in MS Project, and includes dependencies and milestones. Guidebook files must be professionally formatted and editable in Microsoft Office applications. - Additional support and plans: Maintain the energy SharePoint site and develop workforce communications. Submit a contractor Safety and Health Plan and a Quality Control Plan; provide EnMS training status, mishap/incident reporting, and post-trip reports when applicable. The attachments also list a Quality Audit Site Visit Report without further detail. - Products and quantities: No equipment or other product purchases, product part numbers, or product quantities are specified. Service quantities explicitly stated include one annual internal audit, one-time safety and quality plans, and two awareness campaigns per year. - Personnel qualifications: The PWS requires a Strategic Energy Manager with experience implementing ISO 50001 at a minimum of five sites and specified energy-management and SEP credentials.
