BLM Colorado is seeking specialized support to develop, certify, formally release, and bring two native penstemon accessions into initial commercial distribution. - Government buyer: U.S. Department of the Interior, Bureau of Land Management (BLM), Colorado. - OEMs and vendors: No OEMs, manufacturers, or vendors are named in the provided materials. - Plant-material production: Six production units for each accession across the base year and three option years; each field targets 0.13 acre. - Osterhout's penstemon (Penstemon osterhoutii), accession CO 932-279-11, sourced from Routt County, Colorado: 2 units in the base year, 2 in Option Year 1, and 1 in each of Option Years 2 and 3. - Sidebells penstemon (Penstemon secundiflorus), accession CO 932-235-10, sourced from Jefferson County, Colorado: 2 units in the base year, 2 in Option Year 1, and 1 in each of Option Years 2 and 3. - Services: Seed production and traceability, testing and certification, germplasm retention, formal Selected Class release documentation for each accession, and initial distribution to commercial growers. Annual coordination, recordkeeping, and progress reporting are required across all four performance years. - Notable requirements: Release packages must support formal review, address review comments, and include final documentation. Reporting covers production, seed and germplasm inventories, testing and certification, release progress, distribution, and significant issues.

Description

The Bureau of Land Management Colorado seeks a contractor to support the Development and Commercial Release of Native Plant Materials pursuant to the attached PWS. This is not a request for quotation, but an invitation to provide the government's program office with market data (including schedule) prior to an anticipate sole source procurement.
