HHS is seeking information from organizations able to analyze large-scale, de-identified health claims data to support drug and patient safety research and program-integrity work. - Agency and opportunity: U.S. Department of Health and Human Services (HHS) is conducting market research through an RFI; this is not an award. The notice indicates an intent to make a sole-source award while inviting responses from capable organizations. - Required data capability: Use contractor-owned or controlled, de-identified, nationwide all-payer claims data with longitudinal coverage from 2015 onward. The described data profile includes more than 300 million lives, about 5 billion transactions annually, and more than 700 billion records. - Scope of work: Provide rapid-response and recurring analyses of drug safety, patient safety, utilization, billing integrity, program integrity, and suspected fraud. The work also includes a retrospective safety evaluation and ongoing surveillance, with written reports explaining findings, methods, and limitations. - Major analytic workstreams: Establish a baseline safety profile; perform comparative, subgroup, exposure, and risk-pattern analyses; conduct targeted analyses covering mortality, younger populations, mental health, care pathways, and practice variation; and provide ongoing surveillance and long-horizon outcome tracking. - Deliverables and requirements: Anticipated outputs include confidential analytic briefs, reports, aggregate datasets, cohort and outcome frameworks, safety summaries, and billing-integrity referral packages. HHS retains responsibility for investigations, validation, determinations, and resulting actions. - Contract structure and timing: Contemplated firm-fixed-price contract with a 12-month base period and one 12-month option. Task 1 base-period work is capped at 3,360 cumulative labor hours; Option Period 1 work, if exercised, is capped at 1,334 hours. Task 2a–2c analyses are sought within six months of award, with substantive progress reporting every two weeks. RFI responses are due October 20, 2026, at 12:00 PM ET. - Products and vendors: No hardware, product quantities, or part numbers are requested, and no contractor or data vendor is named. The contractor is expected to conduct analyses in its own environment using its de-identified data; HHS data custody and access to Government systems are not contemplated. - Estimated value: No value is stated in the notice; the range below is a rough planning estimate for the analytics, data capability, and two-year potential period.
Description
Notice of Intent to Award Sole Source
The Department of Health and Human Services (HHS) plans to award a contract without competition to Interlace Intelligence, LLC.
Title: Utilization Patterns and Billing Integrity Analysis
Background
The mission of the U.S. Department of Health and Human Services (HHS) is to enhance the health and well-being of all Americans, by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services.
HHS oversees federal health programs and the providers and facilities that bill them. Administrative claims data can characterize how a category of care is delivered and can surface billing patterns that merit investigation.
The Contractor shall provide ongoing analytic support across two domains: (1) drug safety, patient safety, and program-integrity research and (2) a comprehensive retrospective safety evaluation with framework for ongoing surveillance and targeted prospective study. The Contractor will return written analyses stating what was found, how it was found, and what the analysis does and does not establish. HHS retains responsibility for any investigation, validation, determination, or action.
Scope of Work is provided in the attached Draft SOW
Estimated Contract Period: Base Period plus one twelve-month Option Period
HHS believes only one company, Interlace Intelligence, LLC., can currently meet this need, under the authority of Federal Acquisition Regulation (FAR) 6.103-1.
