Custom cryogenic permanent magnet undulator and spares for Brookhaven’s HRD beamline

Brookhaven National Laboratory is seeking a custom cryogenic permanent magnet undulator and associated spares for its High Resolution Powder Diffraction beamline. - Government buyer: Brookhaven Science Associates (BSA), for Brookhaven National Laboratory (BNL), Department of Energy; National Synchrotron Light Source II (NSLS-II), PPM Procurement. - OEMs and vendors: No equipment manufacturer or supplier is named. Brookhaven Science Associates is identified as the buyer organization. - Main requirement: One Cryogenic Permanent Magnet Undulator (CPMU) for the HRD beamline, including design, engineering, manufacture, testing, and delivery. No part number is provided. - Required spares: Two complete sets of termination magnets and poles; 100 magic finger pill magnets; one complete spare set of magic finger holders; 10 spare poles if not included with the spare magnet supply; one spare connector for each non-removable connector; three spare fasteners of each specialized or custom type; and magnet blocks and poles in 10% excess, with excess blocks delivered to BSA. - Notable technical and performance requirements: Design reviews, magnetic and mechanical acceptance testing, documentation, safety and quality assurance requirements, and a two-year warranty after final acceptance. The required dimensions and quantities for each size of pill magnet are to be agreed at the Final Design Review. - Schedule: Planning milestones include design reviews at 6, 12, and 26 weeks after award, factory acceptance testing at week 92, and delivery of the CPMU and spares at week 104.

Description

This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit a quote until, and/or if, the solicitation is posted to the Governmentwide Point-of-Entry via www.SAM.gov. Vendors are not required to submit any response to this pre-solicitation notice. This announcement shall NOT be construed as a commitment by Brookhaven Science Associates LLC (BSA) to award a Subcontract. BSA reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner BSA determines is appropriate, including, but not limited to, the creation of a solicitation.

I.  Background

Brookhaven National Laboratory is a Department of Energy (DOE) National Laboratory multidisciplinary research facility, located on Long Island, New York.  BSA intends to compete the subject requirement, to be utilized within the United States. This requirement will provide for full and open competition.

The applicable North American Industry Classification System (NAICS) code is 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing (Size Standard, 600), and the applicable PSC is 6650, Optical Instruments, Test Equipment, Components and Accessories. Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their proposal.

BSA intends to issue a solicitation in support of this requirement by November 2026. BSA expects to make one (1) award. The anticipated award contract type is a firm-fixed price contract. At this time, BSA anticipates award date to be around February 2027.

The selected Contractor will be responsible for the for design, engineering, manufacturing, test, and delivery of the Cryogenic Permanent Magnet Undulator (CPMU) for the High Resolution Powder Diffraction (HRD) beamline.
