Pennsylvania is seeking statewide drilling services to collect intact sediment and bedrock cores for geological research. - Government buyer: Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of Geological Survey (BGS); the solicitation is issued by the Commonwealth of Pennsylvania. - OEMs and vendors: No drilling-equipment OEMs, service vendors, or other commercial suppliers are named. PennDOT is referenced only in connection with Publication 222, the borehole-sealing guidance. - Requested services: Sonic coring in sediment and bedrock to at least PQ size, and traditional diamond coring in bedrock to at least NX size. The SOW describes at least 4-inch intact sediment core; cores up to 6 inches are acceptable at the same per-foot price. - Additional priced services include primary and intermediate mobilization/demobilization, borehole grouting and decommissioning, site restoration, Department-requested standby time, and water hauling or water logistics. - Key requirements: Drill to at least 200 feet below graded surface and work in remote or off-road locations. Dry drilling is expected in sediment unless the Department directs otherwise. Minimum core recovery is 80% in sediment and 90% in bedrock, subject to geological conditions. The Department supplies core boxes and provides drilling oversight, including borehole logging. - Period: One initial contract year, with up to four additional one-year renewals by agreement. The terms also allow a possible extension of up to three months; renewal price increases may be negotiated up to 3% per renewal term. - Award basis: The Commonwealth expects to select the lowest responsive and responsible bidder and may award by line item.
