Description

The Western Riverside County Regional Conservation Authority (RCA) seeks proposals from qualified consultants to conduct a nexus fee study for the Local Development Mitigation Fee (LDMF), in compliance with Section 66000 et seq. of the State Government Code. The study is intended to assess whether LDMF revenue remains sufficient to fund implementation of the Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP), and whether fees are reasonably related and roughly proportional to their purpose. Consultants must also identify potential new revenue sources for MSHCP implementation; the two studies may be combined into one report. Proposals must be submitted electronically through the Commission’s PlanetBids website by November 16, 2026, at 2:00 PM.
