HUD’s urgent Field Service Management action covers preservation and maintenance of HUD-owned properties, while Amendment 0001 partially cancels portions of the related solicitation. - Agency and purpose: The U.S. Department of Housing and Urban Development (HUD), Office of Single-Family Housing, Office of Single-Family Asset Management, seeks Field Service Management (FSM) services for real-estate-owned (REO) properties until disposition. Work includes preserving, securing, inspecting, repairing, and maintaining properties. - Contract structure and urgency: The action is described as a hybrid fixed-price and cost-reimbursement IDIQ. HUD cites urgency and concerns about existing performance, including insufficient property preservation and maintenance and unpaid invoices. - Competition and contractors: The urgency justification identifies a limited competition among Alpine Companies, P.K. Management Group, and A2Z Field Services. These are named prospective providers, not identified product OEMs. - Service areas and estimated values: Eight areas are listed, with an aggregate estimated value of $170,829,743: 3A/4A ($16,353,080); 5A/8A ($25,754,300); 1D ($15,873,014); 2D ($38,419,043); 4D/5D ($9,150,587); 5P ($33,179,510); 3S/5S ($21,264,833); and 4S/6S ($10,835,376). - Amendment 0001: Amendment 0001 to solicitation 86614526R00001 partially cancels the solicitation for Cluster 1 areas 1D, 2D, and 4D/5D, and Cluster 3 area 5P. It does not extend the offer submission deadline. - Performance period: Planned base period is October 1, 2026–September 30, 2027, with one 12-month option and an additional option to extend services for up to six months; the justification describes a possible total period of 30 months. - Notice and contract references: The initial release identifies the action as an award and lists contract numbers 86614526D00001, 86614526D00002, 86614526D00007, and 86614526D00008. The attachments also include the urgency justification and the solicitation amendment.

Description

HUD's Office of Single-Family Housing, Office of Single Family Asset Management has a need of unusual and compelling urgency to continue Field Service Management (FSM) services under FAR Overhaul 6.103-2 Other than Full and Open Competition (previously 6.302-2) to provide services for a base period of 12 months and 1 (one)- 12-month option period and the Option to Extend Services as per FAR Clause 52.217-8, for 6 (six) months. This is a hybrid (Fixed-Price and Cost Reimbursable Contract) Indefinite Delivery/Indefinite Quantity contract, as defined at Subpart 16.504 of the Federal Acquisition Regulation and in Section I, Clause 52.216-22, Indefinite Quantity, herein. Services provided by the Contractor under the contract shall be obtained as stated in HUDAR 2452.216-78, Ordering Procedures. The 3.12 Field Service Management Contracts are currently in option year 2. The current base contracts expire on November 1, 2026, and the current option 2 task orders ordering periods expire on February 15, 2027. Despite having remaining options for years 3 and 4, the Agency has concluded that it is in the Government's best interest not to exercise the next option for these areas due to the lack of performance resulting in: key vendors suspending operations because of outstanding client invoices, lack of property preservation and maintenance triggering property liens and blocking the marketing or sale of homes, and non-payments escalated to Congressional inquiries, putting the Agency's reputation and funding at risk.
