Alameda County is seeking a secure, cloud-hosted evacuation planning and management solution for countywide and multi-jurisdictional emergency operations. - Buyer: County of Alameda General Services Agency–Procurement, on behalf of the Alameda County Sheriff's Office, Office of Emergency Services (OES). - OEMs and named platforms: Genasys Protect (formerly Zonehaven) is the incumbent evacuation platform. Other named vendors and systems include ESRI ArcGIS, Everbridge-supported AC Alert, Veoci, WebEOC, and FEMA IPAWS capabilities. These are identified as existing systems or potential integration partners, not as a mandated source for the new solution. - Requested products and quantities: - Base software subscription: 3 annual units, priced for three years. - User licensing: 3 annual units, with no fixed user count; bidders must propose a scalable licensing model and state assumptions. - Cloud hosting: 3 annual units, priced for three years. - Evacuation planning software solution: quantity and part number not specified. - Requested services: One-time project management and implementation, configuration and setup, data migration, integration setup, testing and deployment support, initial training, train-the-trainer instruction, and security and compliance documentation. Annual 24/7/365 technical support and maintenance is priced for three years. The County also requests up to 40 hours of no-cost exit and transition assistance at contract end or termination. - Key capabilities and requirements: Provide a commercially available, operational cloud-hosted system—not a prototype or developmental product—for evacuation-zone planning, scenario and clearance-time modeling, traffic and bottleneck analysis, route evaluation, phased evacuations, live zone updates, road-closure and route-status display, and real-time operational management. Support GIS and ESRI ArcGIS interoperability, emergency notification and management systems, identity management and single sign-on, APIs, and available traffic and road-closure feeds. - Operational and technical requirements: Support permission-controlled collaboration among the County, 14 incorporated cities, special districts, County departments, and authorized partners. County data must remain County-owned. The solution must support applicable NIMS, ICS, SEMS, FEMA, and Cal OES guidance, accessibility and security expectations, disaster recovery and failover, and at least 99.9% uptime. Bidders must provide evidence of SOC 2 Type II, ISO 27001, or equivalent independent security controls and at least five years of relevant public-sector software experience. - Scope boundaries: Public warning must be supported through interoperability, not replaced by the proposed system. Evacuee identification, accountability, and family reunification are not required. Mandatory capabilities are expected to be implemented, tested, and accepted before production launch unless the County approves phased implementation.
