EPCOR is seeking specialized services to prepare its transmission-system operators to use a new Energy Management System (EMS). - Government buyer: EPCOR, for its transmission system and System Control Centre. - OEM: Schneider Electric; its EMS is being implemented alongside an upgrade to Schneider Electric’s Advanced Distribution Management System (ADMS) version 3.11. - Requested services: - Develop foundational EMS operator training covering core functions, real-time monitoring and control, switching, alarm management, network visualization, and operating procedures. - Create competency assessments to support initial operator qualification. - Develop advanced training on contingency analysis, state estimation, load forecasting, reliability assessment, and other analytical applications. - Produce EMS-specific operational workflows, procedures, training materials, and supporting documentation for EPCOR’s System Control Centre. - Notable requirements: Training must support safe and reliable transmission operations, operator readiness, and Alberta Reliability Standards training and qualification requirements. Development should use Schneider Electric design documentation, functional specifications, system requirements, use cases, available implementation experience, and playpen access. The EMS will not be fully operational during development. - System context: EPCOR’s transmission network includes 36 substations and 500 kV, 240 kV, and 72 kV infrastructure. - Duration: The initial notice specifies a four-month project; the later notice does not repeat the duration.
Description
EPCOR is seeking a proponent to develop a transmission-specific operator training program for its new Energy Management System (EMS), implemented alongside an upgrade to the Schneider Electric Advanced Distribution Management System. The work includes foundational EMS training for initial operator qualification and advanced application training covering functions such as contingency analysis, state estimation, load forecasting, and reliability assessment. The proponent must also develop associated operational workflows, procedures, training materials, and competency assessments using EMS design documentation, specifications, use cases, and playpen access. The program is intended to support operator readiness, regulatory compliance, and safe, reliable operation of EPCOR’s transmission system.
