The Department of the Air Force is researching a turnkey replacement of 48 dedicated outside air system heat pumps at JBSA Fort Sam Houston. - Government buyer: Department of the Air Force, 502d Air Base Wing; the 502d Contracting Squadron (502CONS) is conducting market research on behalf of the 502d Civil Engineer Squadron (502CES). Work is at Joint Base San Antonio, Fort Sam Houston, in Buildings 3631 and 3635, including the San Antonio Military Medical Center Dormitory Annex. - OEM and reference model: WaterFurnace Model UBH015R, brand name or equal. No other vendors are named in the materials. - Equipment requested: 48 ceiling-suspended, horizontal DOAS water-source heat pumps, each rated at 1.25 tons (15,000 BTUH nominal), with approximately 160 L/s (340 CFM) at 50 Pa external static pressure and a right-hand return. Units must fit through existing access openings without structural demolition. - Notable technical requirements: Low-GWP refrigerant such as R-454B or R-32; R-410A is prohibited. Each unit requires an integral 3.75 kW hydronic pre-heat coil, a 3-way, 2-position control valve, and factory hot-gas reheat and/or bypass for operation with 100% outside air. The coil is specified with a 20 kPa pressure drop. Units must integrate with the central building automation system (BAS) using BACnet IP/MSTP. - Turnkey work: Remove the existing equipment, condensate piping, and P-traps; furnish and install the new units, drains, piping connections, isolation valves, strainers, and flexible hose kits; reconnect ductwork and controls; and complete BAS integration, commissioning, and operational verification. The contractor provides labor, management, tools, equipment, lifting, rigging, materials, and safety equipment. - Period of performance: The work is proposed to be completed within 275 calendar days after award. - Market-research focus: The Government is assessing industry capability, acquisition approach and small-business set-aside potential, commercial practices, lead times, supply constraints, warranty terms, and pricing.

Description

The 502d Contracting Squadron (502CONS), on behalf of the 502d Civil Engineer Squadron (502CES), is conducting market research to determine:

The availability and technical capability of industry sources (small and large businesses) to furnish and install 48 each 1.25-ton Dedicated Outside Air System (DOAS) Water-Source Heat Pumps (WSHP) which meet strict salient dimensions and environmental characteristics. The appropriate competitive acquisition strategy, including small business socio-economic set-aside determinations (RFO Part 19 Small Business - Rule of Two). Standard commercial practices, lead times, supply chain constraints, warranty terms, and pricing structures IAW RFO 10.002(b) Market Research.

The contractor shall provide all personnel, management, equipment, tools, rigging, materials, and supervision necessary to execute the turnkey removal and replacement of 48 ceiling-suspended DOAS WSHP installed above exterior breezeway ceilings in B3631 and B3635 at JBSA Ft Sam Houston (FSH) San Antonio Military Medical Center (SAMMC) Dormitory Annex. This new requirement is projected to be a Firm-Fixed Priced (FFP) Purchase Order as a Commodity (Procurement) with incidental Services (Removal and Installation) buy.

Key Salient Characteristics:

Capacity: 1.25 Tons (15,000 BTUH nominal), airflow of 160 L/s (~340 CFM) at 50 Pa ESP. Configuration: Horizontal, ceiling-plenum suspended, right-hand return air arrangement. Access Dimension Constraint: Existing units are installed above metal panel breezeway ceilings accessible through structural door openings measuring approximately  and replacement units must physically fit through these envelope openings without requiring structural building demolition. Refrigerant: Low-GWP refrigerant (e.g., R-454B or R-32). R-410A is strictly prohibited. Hydronic Pre-Heat Coil & Reheat: Integral 3.75 kW water-source pre-heat coil (3-way, 2-position control valve) and factory hot gas reheat (HGRH) / hot gas bypass (HGBP) for 100% outside air continuous dehumidification. Controls Integration: Complete integration into the installation's central Building Automation System (BAS via BACnet IP/MSTP).
