The City of Anaheim, through Anaheim Public Utilities, is seeking a contractor to manage the recovery and compliant disposition of decommissioned electrical equipment and surplus utility materials. - Government buyer: City of Anaheim; Anaheim Public Utilities Department; Purchasing Agent office. - Opportunity: RFP 26-27-10 for recurring collection, transportation, dismantling, salvage, recycling, commodity recovery, resale, and disposal of utility equipment and materials. - OEMs and named vendors: No manufacturers, OEMs, or bidding vendors are identified in the provided materials. - Materials and rate-table categories: Transformer and mineral oil; pole-mount, underground, and pad-mount transformers; potential/current transformers; oil circuit breakers and switches; PTs, CTs, CBs, and OSs; air-insulated switch cabinets; capacitors; bushings; dielectric fluid; oil-and-water mixtures; solid debris and PCB-contaminated liquids; and miscellaneous metal electrical equipment. Transportation is priced by truckload or hour. No part numbers or committed purchase quantities are provided; the schedule gives reference sizes and weights, including truckloads of about 24 net tons, 55-gallon drums, and equipment-specific weight or capacity limits. - Additional rate items: Approved miscellaneous services, forklift operator labor, on-site or off-site decommissioning labor, forklift rental, and PCB sampling and analysis. - Notable requirements: Demonstrated relevant experience, qualified staff and equipment, applicable permits and hazardous-material transport authorization, and compliance with EPA, DOT, OSHA, California, and other applicable requirements. The contractor must safely handle mineral oil and PCB-containing equipment and materials, including categories above 500 ppm, and be able to address sulfur-hexafluoride decomposition residue. When requested, PCB testing must use EPA Method 8082A or an equivalent method through a certified laboratory, with reports and chain-of-custody records. - Operations and records: Pickups are generally accumulated about monthly at the Edwards Utilities Complex, with other City sites and as-requested pickups possible. The contractor must document shipments, weights, disposition, and settlements and describe downstream recycling and disposal methods. Compensation accounts for material value and authorized transportation, processing, and disposal charges; the template provides for quarterly settlement reconciliation unless otherwise agreed.
