The Department of the Army is seeking a mobile prototype system to destroy seized narcotics continuously rather than in batches. - Government buyer: Department of the Army, Army Contracting Command–Rock Island, through the Cornerstone Initiative, supporting the Combat Capabilities Development Command–Chemical Biological Center (DEVCOM-CBC) and its Chemical Biological Application and Risk Reduction (CBARR) engineering team. - OEMs and vendors: No manufacturer, OEM, or vendor is named in the provided materials. - Primary deliverable: One Generation 2 continuous-feed narcotics destruction prototype, plus critical spare parts intended to support one year of operation and sustainment. No part numbers are specified. - Key performance requirements: At least 99.9999% destruction and removal efficiency for fentanyl; continuous feed; capability to process liquid and solid waste; and primary and secondary chamber temperatures of 800°F and 1,600°F, respectively, with a one-second residence time. Desired throughput is up to 400 pounds per hour. - System features: Mobile and transportable design; shore or generator power; airlock/RAM feed; programmable controls and human-machine interface; remote telemetry capability; automatic de-ashing; and continuous carbon monoxide and opacity monitoring. Components must be new and ruggedized for vibration, shock, and varied operating conditions. Some specifications are identified as desired rather than mandatory. - Included services and deliverables: Design collaboration, fabrication, integration, acceptance and operational testing, field validation, manuals, as-built drawings, a technical data package, test planning and reporting, one-year critical spares, maintenance support, and training for 10 government operators. Training includes a 40-hour train-the-trainer course. - Environmental and field support: Environmental regulatory consulting, including advice on EPA requirements and draft permit applications; a four-person team for up to 60 total days of final integration, pre-deployment testing, and training support in Edgewood, Maryland; and at least two field service representatives for an estimated 45-day operational deployment. - Notable requirements: Validate a continuous chain-of-custody disposal workflow and provide Government Purpose Rights for the manuals and complete technical data package, including required technical source materials. - Period and estimated value: The anticipated period is approximately three years, with no option years or annual subscription specified. The solicitation does not state a contract value; the range below is a rough planning estimate for the prototype and supporting services.
Description
This Cornerstone Initiative Request seeks fixed-price prototype proposals to design, develop, and demonstrate a Generation 2 continuous-feed narcotics destruction prototype to modernize disposal of seized illicit substances. The work includes prototype fabrication, integration, testing, operator and maintenance manuals and training, environmental consulting, and field support. The prototype is expected to meet specified performance requirements, including 99.9999% destruction and removal efficiency for fentanyl, and support continuous waste feed. The Government intends to award a single fixed-price Other Transaction Agreement, subject to funds, and reserves the right to make multiple awards or no award. White papers are due October 28, 2026, at 12:00 p.m. Central.
