Description

VTA seeks proposals from qualified firms to conduct a Quality of Life Assessment (QOLA) identifying what is necessary to support a quality life for Santa Clara County residents and defining related transportation actions and metrics VTA can pursue. The assessment will establish guiding priorities for VTA’s next Valley Transportation Plan, drawing on other VTA planning efforts and overlapping with the Metropolitan Transportation Commission’s Plan Bay Area 2060 Blueprint effort. The assessment is intended to be completed in time to influence VTA’s project submissions to that plan. Proposals are due November 20, 2026, and must be submitted electronically through OpenGov.
