ACHD seeks as-needed supply of SP-3 hot-mix asphalt

Ada County Highway District’s Maintenance Operations Division is seeking suppliers for as-needed hot-mix asphalt to support roadway work and patch trucks. - Government buyer: Ada County Highway District (ACHD), Maintenance Operations Division. - OEMs and vendors: No OEMs, manufacturers, or prospective vendors are named in the procurement; suppliers are to be determined. - Requested products: Plant-mixed SP-3 Hot Mix Asphalt Concrete (HMAC), with 1/2-inch maximum aggregate size, in PG 58-28 and PG 64-28 grades. All quantities are estimated, not guaranteed. - Plant Location One: 4,000 tons of PG 58-28 and 3,000 tons of PG 64-28. - Optional Plant Location Two: 4,000 tons of PG 58-28 and 3,000 tons of PG 64-28. - Patch-truck supply: 1,500 tons of PG 58-28 and 1,500 tons of PG 64-28. - Notable requirements: Material must meet the 2025 ISPWC specifications and include at least 0.5% anti-strip additive. Recycled Asphalt Pavement is allowed within the approved mix design and applicable limits. Suppliers load ACHD trucks at their plants; patch-truck suppliers must dispense 1–4-ton batches without damaging equipment and provide mix workable for hand-raking. Suppliers must support at least 24 hours’ notice for orders of 20 tons or less and 48 hours for larger orders.

Description

Ada County Highway District seeks competitive bids from qualified firms to supply plant-mixed Hot Mix Asphalt Concrete (HMAC) for roadway paving and other uses on an as-needed basis during the January 1–December 31, 2027 contract period. The material must meet the specified ISPWC requirements, including requirements for SP-3 mixes and PG 58-28 or PG 64-28 asphalt. Estimated quantities cover regular operations and patch-truck use, and ACHD may award the contract to multiple qualified firms. Bids must be electronically sealed and submitted through the ACHD eProcurement Portal by the stated deadline.
