USACE Jacksonville District is gathering industry input for the planned C-44 Reservoir relief-well project in Martin County, Florida. - Opportunity: Virtual market-research sessions for the CERP Indian River Lagoon South C-44 Seepage Management Feature—Relief Wells project. This is planning and market research, not a solicitation or award. - Scope: Build 126 relief wells—97 west-side wells and 29 south-side wells. The draft specifications identify 116 base wells and 10 Option A wells. Work includes well outfalls and associated civil works, testing, existing piezometer protection or abandonment, and site restoration. - Typical construction: Nominal 10-inch stainless-steel risers and screens, generally in approximately 60-foot wells; well designs specify screen slots and filter packs. Plans show 48-inch precast manholes, 12-inch HDPE outfall pipe, U-type endwalls, and typical 9-by-9-foot concrete aprons. Pipe lengths vary by location; fusion-welded joints are required, and mechanical fittings are not allowed. - Testing and quality requirements: Develop and document wells; perform pump and sand testing, video inspection, and chlorine treatment. Standard pump testing includes continuous pumping at 100 gallons per minute for at least one hour; step-drawdown tests apply to wells identified in the drawings. Furnish and demonstrate one functional relief-well equipment assembly. - Site and environmental requirements: Maintain drainage and channel connectivity during construction; manage excavation, dewatering, surface water, and variable or potentially artesian groundwater conditions. Provide required environmental and turbidity monitoring, protected-species measures, and restoration. Sod establishment continues for three months after final sodding. - Commercial details: Initial notice estimates a $25 million–$50 million target price and a 24–30-month goal period from Notice to Proceed, including options for some wells. The draft specifications do not establish a final performance period. NAICS 237990; stated small-business size standard is $45 million. - Suppliers and competition: No OEMs or named commercial vendors are identified. The opportunity is primarily heavy civil, well-construction, and water-infrastructure work; specified materials and equipment must meet the plans and specifications.

Description

ADVANCED INDUSTRY DAY ENGAGEMENT - VIRTUAL

*** RELATED NOTICE ID: W912EP26Z1BBR ***

PROJECT: Comprehensive Everglades Restoration Plan (CERP), Indian River Lagoon South (IRL-S), C-44 Reservoir and Stormwater Treatment Area (C-44 RSTA), Seepage Management Feature - Relief Wells Contract A, Martin County, Florida

1. PURPOSE OF THIS SPECIAL NOTICE

The U.S. Army Corps of Engineers (USACE), Jacksonville District, is seeking industry partner feedback in advanced one-on-one engagement sessions regarding the subject project.

This is not a typical Industry Day. The purpose of this event is to engage in a two-way dialogue. The Government will share specific project challenges, and we are seeking your information on your capabilities with respect to this project to help enable innovative solutions to be executed within the design plans and specifications. The Government can use these exchanges to learn from industry what is possible to accomplish given current or upcoming advances in technology, best commercial practices, or other approaches to meet Government objectives and accomplish mission needs.

2. PROJECT DESCRIPTION

The work is located on approximately 12,000 acres of land in Martin County, Florida directly north of Citrus Boulevard and the C-44 Canal (also known as the St. Lucie Canal), halfway between Lake Okeechobee and the Atlantic Ocean. For purposes of this construction contract, the anticipated location of site activities will occur throughout the current C-44 Reservoir site adjacent to the perimeter canal. The work consists of constructing groundwater pressure relief wells adjacent to the C-44 reservoir embankment.

The work generally consists of:

Construction of approximately 126 fully designed relief wells at prescribed locations. Construction of well outfall system consisting of a precast manhole, pipe and discharge end section for each relief well to drain into the adjacent canal. Documenting the construction, development, and pump testing of all wells. Well construction will require managing borehole wall stability for a variety of subsurface conditions that may consist of surficial clayey and silty sands, very loose uniform fine sands, dense sands having varying degrees of cementation, limestone/sandstone, and sand to cobble size shells. Groundwater conditions are likely to be artesian at the well locations.

Specific Project Challenges:

The work includes construction of wells at approximately 60 ft deep. The relief well will have a 10-inch diameter stainless steel riser and high flow screen, constructed in an 18 to 24-inch diameter borehole. The anulus between the borehole and riser will be backfilled with a uniform and non-calcareous filter media commonly used in the water well industry and selected for compatibility with the encountered subsurface materials. Above the screen and filter media, the borehole will be sealed with bentonite and grout. All backfill materials will be placed by tremie method.

The existing canal is approximately 35 feet from the well locations. The groundwater level varies with reservoir stage and can be expected to be higher than the canal water level. The canal water level varies (normally approximately EL 18.5 ft) and can increase up to 2 ft above normal stage during project operations. The reservoir pool varies and can be expected to be between EL 29.0 ft and EL 36 ft (3 ft to 10 ft pool) during the period of performance.

The Target Price range is between $25,000,000 and $50,000,000. The goal period of performance for this project is 24-30 months from receipt of Notice to Proceed (NTP), including options for a subset of the wells. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $45.0 million.

3. DISCUSSION TOPICS

Attached to this notice are the draft plans and specifications. We ask you to review these documents and come prepared to discuss your observations and insights in the following areas:

Design & Construction

Aspects of the current design that limit speed of construction, add cost without apparent need or improvement in quality or function, preclude more efficient means/methods/equipment. Ambiguities, apparent errors, missing information or other aspects in the plans and specifications that are unclear. Optimizations in regard to the drilling and well construction specifications related to equipment, borehole stability, installation and development. Aspects of the design that present constructability challenges. Critical factors in the design that would inhibit a reduced period of performance.

Schedule & Logistics

Optimal sequencing strategies to minimize the overall period of performance, and whether the draft specifications provide sufficient flexibility to execute those sequences. Long-lead materials or equipment that the Government should consider procuring now to advance the schedule. Identification of Government actions, administrative decisions, information, or reviews (e.g., submittal approvals) that must be available early in the process to support an optimized schedule.

Other Topics:

Impact of inclusion of a Project Labor Agreement (PLA). Interest in submitting a proposal for this project. Your firm’s bonding capability for this size of project.

4. ENGAGEMENT FORMAT: VIRTUAL ONE-ON-ONE SESSIONS

The Government will be holding confidential, one-hour one-on-one virtual sessions. This format is designed to protect your proprietary ideas and allow for a substantive engagement in the most important aspects listed above.

In accordance with RFO 15.101(d), when information about a proposed acquisition is disclosed to one or more potential offerors and that information is necessary for the preparation of proposals, the information should be made available to the public as soon as practicable in order to avoid creating an unfair competitive advantage.
