Description
The City of San Bernardino is seeking proposals for an independent feasibility study of revenue and economic opportunities related to warehouse, logistics, distribution, industrial storage, truck parking, and related commercial and industrial activities. The work is planned in two phases: the first will validate an inventory of relevant properties and businesses, establish a revenue baseline, identify potential revenue leakage, review business-tax classifications, and screen potential opportunities. The second phase will provide detailed revenue modeling and economic and administrative feasibility analysis for opportunities selected by the City. The principal deliverable is a Revenue Opportunity Matrix comparing opportunities by revenue, cost, legal pathway, implementation, economic considerations, and confidence.
