Turnkey Hanwha Vision camera and surveillance system for Sames Auto Arena

The City of Laredo Purchasing Division is seeking a turnkey video-surveillance system for the Sames Auto Arena. - Buyer: City of Laredo, Purchasing Division, Laredo, Texas. - Scope: Supply, install, configure, test, and hand over a complete arena camera and security system for two surveillance and control locations. Legends Global and ASM Global are identified as project facilitators and participants in functional acceptance. - Cameras: Hanwha Vision is preferred. The specified 32-camera set is 1 PNM-C34404RQPZ, 9 QNE-C9013RL, 13 XNP-C9253R (7 exterior and 6 interior), 6 PNM-A13022RV, and 3 PNM-C7083RVD. The PNM-A13022RV is the clarified replacement for the originally listed PNM-C13022RV. Bosch and Axis cameras are identified as approved equivalent brands, subject to City approval. - Infrastructure and control equipment: Provide and install 4 network switches, one per IDF, with sufficient PoE/PoE+/PoE++ and switching capacity; 4 dedicated IDF patch panels; cabling; 2 joystick controllers; 4 43-inch 4K LED TVs; 2 computers; recording equipment; a surveillance hard drive; and Wisenet Wave VMS software. Workstations must run the security software and support at least two displays. - Installation requirements: Provide all equipment, materials, and mounts needed for a complete operational system. PTZ cameras require OEM- or manufacturer-certified mounts, with corner mounts outdoors and wall mounts indoors. Cameras are powered by the PoE switches, so dedicated electrical outlets and additional electrical installation are not required. - Support and delivery: The project must be completed within six weeks after purchase order issuance, subject to specified delays. Include training and a one-year maintenance and support warranty with onsite and remote support; onsite response is required within four hours when needed. - Award considerations: Proposals are evaluated on best value, including technical approach, experience, schedule, training, warranty and maintenance, and cost. The City’s local-vendor ordinance provides a 5% preference for local vendors.
