Two-year procurement of 60 mm Mortar Mounts with first-article testing

The U.S. Army is seeking a supplier for 60 mm mortar mounts for a two-year requirement, including first-article testing and technical data deliverables. - Government buyer: Department of the Army, Army Contracting Command–Detroit Arsenal (ACC-DTA), Directorate of Contracting; engineering/quality office identified as RDAR-EIQ-P. - Procurement: Small-business set-aside for a firm-fixed-price requirements contract. The FAT report must document inspection and test results, measurements, applicable certifications, and verification evidence; the FAT lot is due within 120 days after award. - Technical data deliverables: Acceptance Inspection Equipment report (three final copies); First Article Test Report (three final copies); and Start of Work Meeting minutes (three copies). As-needed deliverables include Engineering Change Proposals, Requests for Variance, and Notices of Revision. - Notable requirements: Export-controlled technical data package access requires Joint Certification Program (JCP) certification and approved SAM.gov access. Requirements also include origin inspection and acceptance, military packaging, electronic submissions in government-compatible formats, and advance notice for testing and meetings. - OEMs and vendors: No manufacturer, OEM, or contractor is identified by name in the available materials.

Description

The United States Army Contracting Command Detroit Aresenal (ACC-DTA) is soliciting a Two-Year Requirement,  Firm-Fixed Price (FFP) contract for the procurement of National Stock Number (NSN) 1010-01-561-9234, part number 13017350, 60 MM Mortar Mount. This solicitation is set-aside for Small Businesses per IAW FAR Clause 52.219-6.

There is a Technical Data Package (TDP) associated with this procurement. The TDP is distribution code "D", which limits access to U.S. Government agencies and its contractors. 

Joint Certification Program (EXPORT CONTROL):

Export Controlled. JCP Certification is required. You must request access to the TDP via SAM.gov and have JCP Certification. You must be certified under the United States/Canada Joint Certification Program (JCP)(https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/) to be granted access to the technical data (TDP) for this solicitation.
