The City of Pasadena’s Water and Power Department is seeking an end-to-end AMI system and large-scale meter deployment for its water and electric utilities. - Buyer: City of Pasadena — Pasadena Water and Power (PWP), Pasadena, Los Angeles County, California. - Scope: Vendor-hosted Advanced Metering Infrastructure (AMI) headend, Field Area Network (FAN) and communications infrastructure, electric and water meters, water endpoints and retrofit registers, deployment, integration, testing, commissioning, training, and go-live support. - Scale: Approximately 68,000 electric meters and 38,000 water meters are described in the overview. The electric meter-form quantities listed below total 69,091; water replacement and retrofit estimates total 38,174. - Installation responsibilities: The contractor is expected to install approximately 63,000 single-phase electric meters and the water meters within the deployment scope. PWP staff are expected to replace approximately 5,000 three-phase electric meters and approximately 200 large water meters over 3 inches. - Systems and named companies: Oracle C2M and Meter Data Management are the City’s existing systems for integration. VertexOne (MyMeter/WaterSmart) and Itron (FCS and MV90) are also named as existing or related systems. These companies are not identified as proposed AMI bidders or suppliers; no prospective AMI supplier or meter manufacturer is specified. - Notable requirements: Support secure, reliable two-way communications; integrate with the City’s Oracle environment; and meet read targets of at least 99% of daily register reads within 72 hours, 98% within 24 hours, and 95% of interval reads within 24 hours. Fixed-network proposals are encouraged to use PWP infrastructure where feasible; cellular backhaul may be used where fiber is unavailable, with related costs included. A separate meter data management system and customer portal are out of scope. - Funding and deployment considerations: Water-related work may be subject to WIFIA and Build America, Buy America requirements. Installation providers must meet applicable California contractor-licensing and public-works requirements. - Term and schedule: Five-year initial contract term with three optional one-year extensions. The estimated implementation is 24 months after project approval and Notice to Proceed; the meter rollout is also described as an approximately 18-month deployment window.
