CBP is proposing advance electronic reporting requirements for international rail carriers crossing the U.S. border. - Government buyer: U.S. Department of Homeland Security, U.S. Customs and Border Protection (CBP), Office of Field Operations. - Scope: Carriers would submit advance train arrival or departure notices and electronic information for each passenger and crew member, including people crossing in transit. - Timing and accuracy: Train notices would generally be due at least 24 hours before the train reaches the border; traveler information would be due at least 60 minutes before departure. Carriers would update changed information, verify travel documents against submitted data, and respond to CBP messages. - Reporting systems: Carriers would use a CBP-certified transmission system or CBP-approved electronic data interchange system. An alternative method may be allowed in unforeseen circumstances. - Exception: Active-duty U.S. military personnel traveling on orders aboard a U.S. Department of War-chartered train would be exempt. - Products, OEMs, and vendors: No products, part numbers, OEMs, or commercial vendors are identified. This is a proposed regulation, not a product or service procurement.
