MSD Lawrence Township is seeking high-capacity standalone internet access for its Indianapolis-area colocation site. - Government buyer: MSD Lawrence Township, a public school district; the opportunity identifies 24 eligible entities. The solicitation does not name a specific sub-agency or office. - Service requested: One standalone internet access service with approximately 40 Gbps symmetrical bandwidth, scalable to approximately 100 Gbps, and guaranteed throughput to a private cage at Lifeline Data Centers, LLC, in Indianapolis. The Form 470 gives a 25–100 Gbps capacity range; the RFP narrative specifies approximately 40 Gbps, scalable to approximately 100 Gbps. - Provide laddered pricing in approximately 20 Gbps increments. Installation and initial configuration are indicated. The District’s existing circuit carries traffic onward to its head-end at the McKenzie Center for Innovation and Technology. - Include 256 public IPv4 addresses and an ASN for direct peering; provide pricing for additional IPv4 addresses and optional equivalent IPv6 addresses. - Handoff and network requirements: Describe provider-owned handoff equipment, the connection pathway and any third-party leased lines. Handoff options include single-mode or multimode fiber with LC connectors, or a Cisco QSFP-to-QSFP Direct-Attach cable. Describe available resiliency, basic firewall and DDoS protection. - Service-level requirements: Proposals should address a 99.99% network availability target, packet/frame loss, latency and jitter commitments, 24/7/365 trouble reporting, chronic-trouble provisions, and monthly and annual reports. Minimum repair commitments are two-hour diagnosis and four-hour temporary or permanent repair. - Named companies: Cisco is identified as a possible handoff-cable manufacturer. Lifeline Data Centers, LLC is the colocation-site provider/destination, not an identified bidder. No prospective internet-service bidders are named. - Commercial requirements: Separately identify recurring charges, installation or special-construction costs, and applicable fees. The District prefers E-Rate discounted invoicing and requires the agreement to be contingent on E-Rate funding.
