The U.S. Department of Energy, through Brookhaven National Laboratory, is seeking contractors for the Building 510 Substation Upgrade – Phase I. - Buyer: U.S. Department of Energy; Brookhaven National Laboratory. - Requested work: Remove two existing medium-voltage transformers, an oil switch, and distribution cabling; build an exterior substation with equipment pads, grounding, crushed stone, and a concrete-encased duct bank; and install two medium-voltage transformers, pad-mounted medium-voltage switchgear, feeders, and associated infrastructure. - Equipment responsibility: The Government will furnish the transformers and switchgear. The contractor must not purchase these items. - Notable requirements: Phase the work to minimize electrical service disruptions and accommodate a future redundant circuit configuration. - OEMs and vendors: None are identified in the provided information. - Product quantities and part numbers: No part numbers are provided; quantities are otherwise unspecified except for the two transformers to be removed and two to be installed.
Description
Notice of Interest: BSA is seeking interested contractors capable of performing the work describled below and interested in receiving the forthcoming solicitation. The formal solicitation will be issued at a later date and will also be posted on SAM.gov at that time. Note that switchgear and transformers are being provided to the contractor as Government Furnished Equipment (GFE). Interested contractors are invited to submit a statement of interest along with a capabilities statement to BSA's Contract Specialist, Megan Howard, at mhoward@bnl.gov. Please include your Sam.gov Unique Entity Identifier (UEI).
Project Description:
The Physics Building was constructed in 1962 and much of the electrical system, original to the building, is beyond its useful life. These systems are also not compliant with current building codes, contain hazardous materials and need complete upgrades. The existing protective devices may not operate as specified, increasing the potential for arc-flash hazards and system damaging electrical faults. Repairs are cost prohibitive and may lead to extended unplanned outages in this mission critical facility.
The Contractor shall provide all labor, supervision, materials (except as noted below), equipment, and services necessary for complete removal and upgrading of the existing Building 510 electrical substation equipment that feeds the newly replaced electrical distribution switchgear. This project includes the removal of two medium voltage substation transformers, one medium voltage oil switch and medium voltage distribution cabling. The project also includes the installation of a new exterior substation with two new medium voltage transformers, one pad mounted medium voltage switchgear and medium voltage feeders in a new concrete encased duct bank. The new substation will be constructed in the north-loading dock parking lot, complete with new transformer and switchgear pads, grounding and crushed stone. Long lead electrical equipment procurements are planned early in the project and construction of the substation infrastructure can be completed in parallel. Once the cutovers are completed the old transformers and oil switch will be removed from the equipment vault in the basement of Building 510. The Contractor shall not procure the switchgear or transformers under this contract. Installation will be executed in a phased approach in order to minimize electric service disruptions to the building and will provide provisions for future redundant circuit configuration.
