The City of Austin, through Austin Water, is seeking plumbing contractors for four customer-assistance programs across residential and commercial properties. - Government buyer: City of Austin; Austin Water is the using department. The solicitation is managed through Austin Financial Services – Central Procurement. - Programs requested: Grease interceptor work; replacement of private galvanized water service lines identified for replacement; exterior wastewater plumbing repairs; and Customer Assistance Leak Mitigation (CALM) repairs for active water leaks. - Products and materials: Austin Water-approved grease or solids interceptors in five listed capacity tiers (125–500, 500, 1,000, 1,500, and 2,500+ gallons), remote alarm/monitoring systems, and code-required sample ports. Other materials include water service-line valves, pressure-reducing valves, expansion tanks, meter boxes, sewer and plumbing materials, and household leak-repair components. No part numbers, named OEMs, or fixed purchase quantities are specified. - Service estimates: Annual estimates include 96 hours each for master, journeyman, and apprentice plumbers plus 32 hours of excavation/cover work for grease interceptors; 600 master, 800 journeyman, 800 apprentice, and 800 laborer hours during normal hours for galvanized-line work, plus 60/80/80/80 hours outside normal hours; 40 hours each for the three plumber levels during normal hours and 25 each after hours for wastewater work; and 40 master, 450 journeyman, and 70 apprentice hours plus 50 service calls or walkthroughs for CALM. These are estimates, not guaranteed workloads. - Notable requirements: Contractors must use approved, code-compliant materials where specified, obtain required approvals before certain repairs (including CALM repairs above $500), and provide at least a one-year workmanship warranty. Scope also includes permits, excavation, site cleanup and restoration, customer coordination, and emergency response. Material markups are capped at 10% for grease-interceptor work and 20% for the other listed programs. - Contract structure: The City may award multiple contractors by program area; work is assigned as needed and no minimum amount is guaranteed. The initial term is 24 months with up to three optional 12-month extensions.

Description

The City of Austin seeks qualified contractors to provide residential and commercial plumbing services in coordination with Austin Water and its customers. The work is divided into four program areas: grease interceptors, galvanized water lines requiring replacement, wastewater plumbing repairs, and Customer Assistance Leak Mitigation (CALM). The City anticipates awarding contracts to multiple offerors within each program area, and work assignments will depend on the program’s procedures; award does not guarantee a minimum volume of work. The initial contract term is 24 months, with up to three optional 12-month extensions.
