The Navajo Housing Authority is seeking a Design-Build team to deliver modular homes for its scattered-site housing program. - Buyer: Navajo Housing Authority (NHA), Procurement Construction Department / Procurement Department. - Scope: Design, engineering, preconstruction, coordination with manufacturers and agencies, site preparation, utilities and foundations, fabrication, delivery, installation, and completion. - Products: 33 production modular homes plus 4 finished, operational demonstration units. Production homes include 2-, 3-, 4-, and 5-bedroom configurations; demonstration units are one-bedroom/one-bathroom or studio-type units. - Demonstration units: NHA will use the units to evaluate design, materials, workmanship, systems, performance, and quality. One or more qualified manufacturers may supply them; the four units do not need to come from four different manufacturers. They are to be installed at NHA’s DCSD Area Complex in Fort Defiance, Arizona, and are separate from the 33 production homes. - Important requirements: Homes must be modular—not HUD-code manufactured homes or conventional stick-built construction. The Design-Build firm retains single-point responsibility for coordinated, code-compliant work. Production scope and costs are subject to NHA review and approval and one or more guaranteed maximum prices (GMPs). - OEMs and vendors: No specific manufacturer, OEM, or vendor is named. Navajo or Indian organizations and Navajo- or Indian-owned economic enterprises receive preference.
