The City of Cedar Rapids is seeking replacement financial, payroll, and HCM systems with implementation and ongoing support. - Buyer: City of Cedar Rapids Finance Department, Iowa; Purchasing Services contact: Jessica Wilson. - Scope: Vendors may propose on one, multiple, or all three separately selectable scopes: financial ERP, payroll, and Human Capital Management (HCM). The City may evaluate them together or independently. - Requested solutions and services: - Financial ERP for general ledger, budgeting, project and grant accounting, procurement, accounts payable, fixed assets, reporting, security, and integrations. - Payroll for public-sector payroll processing, time and attendance, deductions, leave, compliance, year-end processing, reporting, and employee self-service. Timekeeping, scheduling, and workforce management are not part of the separate HCM scope. - HCM for core HR, recruitment, onboarding, benefits, performance, learning, compensation and position management, reporting, security, privacy, and compliance. - Across the applicable scopes: software licensing or subscriptions, project management, business-process review and solution design, configuration, data conversion and migration, integrations, testing, training, change management, go-live and stabilization support, maintenance, and technical support. - Scale and data conversion: The City has approximately 1,400 full-time employees and 400 seasonal or temporary employees. Requested conversion includes open general-ledger items, ending budget balances, active AP vendors and AR customers, active fixed-asset records, active purchasing contracts, open purchase orders and projects, and active payroll and HR employee records with two years of detail data. - Notable requirements: The payroll solution must be implemented before the ERP to maintain uninterrupted payroll operations because the existing timekeeping system is scheduled for retirement. Proposals should address integrations with separate payroll and ERP systems, as well as relevant identity, benefits, learning, screening, productivity, and communication platforms. No specific solution OEM, product, part number, or purchase quantity is identified. - Existing systems and named vendors/platforms: These names are cited as current systems, interface examples, or related platforms—not as selected solution vendors or confirmed bidders: Oracle PeopleSoft, NeoGov, Vector/CrewSense, Kronos, UKG Telestaff, Icon (Florida Time Clocks), Workiva (W-Desk), Cartegraph, Esri, AssetWorks FleetFocus, Gas Boy, Envisionware, Beacon, Laserfiche, E-Civis, Civic Plus/Web QA, Balancing Act, Socrata, Blue Beam, Bluefin, PetData.com, AIMS/EDC, Transaction Express/TSYS, WasteWORKS, Total Administrative Services Corporation (TASC), Get Control University, Verifone, ShareFile, Fixed-Base, PayPal, Aldelo EDC, Paymentus, Water Smart, TenFore, RecTrac, Hercules, World Pay, Active Net, Energov, FinancePlus, BidSync, CommunityPlus, SAP Concur, Cognos IBM, CAFR Online, Questica, 5/3 Bank, Provender Software, Permits Plus, Automated Merchant Services, Ticket.com, Park-mobile, iPark, Flow Bird, Team Sideline, Cry Wolf, Red Speed, EzLinks/Blue Pay, SPECTATE (Hannon Hill), Elite, Site Plans, Collective Data, T2 Parking Systems, Authorize.net, Bank of America (Works), Doc-U-Sign, Central Square, Fast Track Gov, RTA Fleet, AMMS, QuickBooks, Topiary, Utility Billing Plus, Plan Source, Golf Now, Sapphire, AMIS, Accela, Neptune/Badger, Microsoft Active Directory, and U.S. Bank.
