The Utah State Board of Education is seeking independent investigators to support UPPAC educator-misconduct cases and reduce its investigation backlog. - Government buyer: Utah State Board of Education (USBE), through the Utah Professional Practices Advisory Commission (UPPAC). - Requested service: Independent educator professional-practice and misconduct investigations, including case planning, interviews, evidence gathering and analysis, formal report writing, meeting presentations, and testimony when required. - Reports must document findings, applicable disciplinary presumptions, aggravating and mitigating factors, and supporting evidence; they must be submitted at least five days before the relevant UPPAC meeting. - Investigations must follow Utah law and USBE rules, protect confidential and student-level information, and use the USBE-provided report template. - Expected workload and compensation: Approximately 7–10 investigations per investigator per month, subject to demand and availability; no minimum volume is guaranteed. The required all-inclusive rate is $100 per hour and remains fixed during renewal options. Travel time and expenses are generally not billable unless authorized in advance for qualifying hearings outside Salt Lake County. - Key qualifications and restrictions: Demonstrated investigation and report-writing experience, educational-law experience, a writing sample of no more than 10 pages per investigator, and disclosure and management of potential conflicts. Contractors may not represent educators facing UPPAC licensure discipline during the contract and must protect student-level data. Multiple investigators may be proposed, with appropriate screening to preserve neutrality. A minimum technical score of 75% is required. - Named companies: Huawei Technologies Company and ZTE Corporation, including their subsidiaries and affiliates, are identified as prohibited sources and are not requested investigation-service providers. No prospective investigation vendors are named. - Term: The base term runs through the end of its stated term, with up to four additional one-year renewal options; the start date and total duration are not specified.
