Winter shotcrete and concrete rehabilitation at Eisenhower Lock

The Great Lakes St. Lawrence Seaway Development Corporation is seeking a contractor to repair concrete in the filling and emptying culverts at Eisenhower Lock in Massena, New York. - Government buyer: U.S. Department of Transportation, Great Lakes St. Lawrence Seaway Development Corporation (GLS); the solicitation identifies the Contracting Office, and project materials also reference the Office of Engineering and Maintenance. - Work requested: Winter shotcrete and concrete rehabilitation, including mobilization, removal and disposal of deteriorated concrete, reinforcement and surface preparation, shotcrete placement, finishing, curing, cleanup, and demobilization. The pricing sheet includes northside, southside, and additional repair locations. - Primary OEM/product: KING Shotcrete RS-D1, or approved equal. No other product manufacturer or vendor is identified by name in the procurement materials. - Notable technical requirements: Dry-method shotcrete; mix must meet ASTM C 1480 Type FA and specified grades, have maximum 3/8-inch coarse aggregate, water-cement ratio no greater than 0.40, at least 5,000 psi 28-day compressive strength, and 6–9% air content. Additional repair volumes require COR approval before work proceeds, and payment is based on actual completed demolition and concrete installation volumes. - Other notable requirements: The request is a total small-business set-aside under NAICS 238110. Technical submissions require a project schedule and worksite layout plan, and at least two proposed shotcrete nozzlemen must hold valid ACI 660 certifications. Performance and payment bonds are required. - Attachment-listed components: Supporting drawings and summaries also identify lock and culvert infrastructure, including gates, valves, bulkheads, fenders, mooring hardware, piezometers, piping, electrical features, and structural recesses. Quantities and drawing references are included in the line-item lists where supplied.

This acquisition is solicited as a 100% Total Small Business Set-aside. NAICS Code: 238110, Poured Concrete Foundation and Structure Contractors, Size Standard -$19,000,000.00.

This acquisition will be awarded in accordance with FAR RFO Part 12. Quoters must be registered in the System for Award Management (www.sam.gov.).
