The Department of Veterans Affairs’ National Cemetery Administration is seeking certified TifTuf Bermudagrass sod and related delivery and installation services for Houston National Cemetery. - Government buyer: Department of Veterans Affairs (VA), National Cemetery Administration (NCA), NCA Contracting Office; work is at Houston National Cemetery. - Procurement: Indefinite-delivery/indefinite-quantity (IDIQ) for sod delivery, installation, and delivery-only orders. It is a 100% service-disabled veteran-owned small business (SDVOSB) set-aside. - OEM and vendors: No manufacturer, OEM company, or contractor is named. The specified sod is certified TifTuf hybrid Bermudagrass. - Estimated quantities by contract period: Base period: 50,000 sq. ft. delivery and installation, 10,000 sq. ft. delivery only, and 30,000 sq. ft. optional small-project delivery and installation. Four option periods: respectively 52,000, 54,000, 56,000, and 58,000 sq. ft. for the primary installation CLIN; each also includes 10,000 sq. ft. delivery only and 30,000 sq. ft. optional small-project installation. - Notable requirements: Orders are generally due within three business days. Typical installation orders are about 8,100 sq. ft.; task orders have CLIN-specific minimums and maximums. Sod must meet the specified quality requirements, and work is directed, inspected, and accepted by the Contracting Officer’s Representative (COR). - Evaluation: Lowest-price technically acceptable, considering technical approach and understanding, comparable past performance, and price/CLIN accuracy. - Period: One base period plus four annual option periods, with an extension option of up to six months; maximum stated duration is five years and six months.
