The U.S. Navy is seeking capable manufacturers for minesweeping assemblies supporting the Republic of Korea Navy. - Government buyer: Department of the Navy, Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center Panama City Division (NSWC PCD). - Purpose: Market research for a Foreign Military Sale (FMS) case supporting one Republic of Korea Navy ship; this is a sources-sought notice, not a solicitation. - Requested assemblies: 395 total across six line items: 196 MK 14 Cutter Assemblies (drawing 3286189); 50 MK 14 Elevating Fin Assemblies (6375431); 10 MK 9 Cutter Assemblies (1207908); 64 MK 12 Cutter Assemblies (3286189); 64 MK 12 Elevating Fin Assemblies (6375432); and 11 MK 15 Cutter Assemblies (3300189). - OEMs and vendors: No commercial OEMs, manufacturers, or vendors are named in the materials. - Notable requirements: Fabrication, assembly, testing, inspection, and delivery to the referenced drawings; certificates of compliance for delivered items; material certification and traceability reporting; and monthly progress reporting. MK 14 and MK 12 cutter assemblies are specified without Expendable Parts Kits. MK 14 cutter assemblies also have specified included and excluded drawing find numbers. - Testing and delivery: Testing and inspection must verify conformance to drawings, with test results reported to the Government. In-factory fit and function testing requires advance notice; Government permeability and fit testing applies to MK 9 and MK 15 assemblies. Hardware delivery is required by the deadline stated in the attachment. - Anticipated contract structure: Firm-fixed-price work with an ordering period of up to five years; individual delivery orders will specify performance periods. Responses are requested describing technical capability, facilities and equipment, material sourcing, quality assurance, and relevant production experience.
Description
The purpose of this Sources Sought announcement is to conduct market research to identify capable contractors that can manufacture, test, and deliver Mechanical Minesweeping Cutter Assemblies and Elevating Fin Assemblies to support the Naval Surface Warfare Center Panama City Division’s (NSWC PCD) Foreign Military Sale (FMS) Case with the Republic of Korea Navy (RoKN).
This announcement aims to identify sources capable of supporting this effort, and the information received – used for planning purposes – will determine the competitive nature of this requirement and any potential set asides for small businesses. NSWC PCD anticipates any resultant contract being a firm-fixed-price effort for an ordering period of up to five years.
