The City of Bakersfield is seeking engineering consultants to design and support major improvements at its two wastewater treatment plants. - Buyer: City of Bakersfield, Water Department, Wastewater Division. - Opportunity: Phase 0 design and construction-phase engineering services for Wastewater Treatment Plants No. 2 and No. 3. - Plant 2 is an existing 25-million-gallon-per-day trickling-filter facility targeted for stabilization and rehabilitation. - Plant 3 improvements address its permitted capacity of 32 million gallons per day, including aeration, diffuser, digester-gas-flare, and odor-control work. - Services requested: Project management, preliminary design reports, detailed designs, plans and specifications, equipment documentation, cost estimates, bidding support, construction observation and consulting, submittal and shop-drawing review, change-order support, and record drawings. Design submissions are planned at 30%, 60%, 90%, and 100% stages. - Major Plant 2 scope: New influent pump station, two stacked-tray units, classifier structure, scum pump station, CEPT for primary clarifiers, rehabilitation of three trickling filters, 12 forced-air fans, two rotary drum thickeners, Digester No. 1 rehabilitation, a digester gas flare, a thickening building, electrical and instrumentation replacement, and new administrative, shop, and warehouse buildings. - Major Plant 3 scope: Air piping, submersible mixers, and instrumentation for four aeration basins; replacement of approximately 20,000 nine-inch disc diffusers across ten basins, with all diffusers matching for even air distribution; a digester gas flare sized for 45 MGD with 3:1 turndown; a bio-trickling filter odor-control system; and a headworks ventilation system. - Notable requirements: The consultant team must include a California-registered civil engineer with wastewater-treatment experience. Flares must meet applicable California air-quality requirements for ultra-low NOx, and the scope calls for H2S removal; SulfaTreat is cited as an example H2S-removal solution. No equipment OEMs or specific equipment part numbers are specified. - Potential award structure: The City may make one or two consulting agreements, and firms may propose for either plant or both.
