The Department of Commerce’s Office of Space Commerce is seeking research and analysis to build a repeatable way to measure the U.S. commercial space economy. - Government buyer: U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Space Commerce (OSC). - Base study: Develop and justify a government-verifiable framework and recommended metrics for recurring assessment of the U.S. commercial space ecosystem, including its growth, health, competitiveness, resilience, and emerging challenges. - Base assessment areas: Economic activity and business growth; capital and investment; market access and competitiveness; and workforce and human capital. - Optional assessment areas: Supply chain, industrial capacity and infrastructure; innovation and commercialization; and ecosystem resilience and connectivity. - Expected deliverables: Annotated metrics bibliography and search methodology, gap analysis, candidate metrics and gap mapping, evaluation matrix, and a public-release final report with an implementation-ready metric register. A separate non-public annex may be provided for sensitive information if needed. - Key requirements: Assess metrics for measurability, reliability, and ability to reveal trends; recommend a documented, repeatable framework. The base period may not exceed 180 calendar days. COMBINED SYNOPSIS/SOLICITATION
US SPACE ECONOMY STUDY
This is a combined synopsis/solicitation for commercial items prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Quotations are being requested and no other written solicitation will be issued.
This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 1305M427Q0003.
This solicitation is being issued as a total small business set-aside. The associated NAICS code is 541720. The small business size standard is $28.0M.
This combined solicitation/synopsis is for the following commercial services:
Line Item 0001 – This study will identify and justify a set of defined metrics that can support recurring federal assessment and provide policymakers with sustained insight into the growth, health, competitiveness, resilience, and emerging challenges of the ecosystem, in accordance with the attached, incorporated Statement of Work.
The period of performance for this contract shall not exceed 180 calendar days.
Acquisition Framework: This commercial procurement is conducted under RFO Part 12, utilizing innovative techniques including an advisory down-select process and confidence ratings (see the Periodic Table of Acquisition Innovation for details).
Two-Phase Strategy: To be considered for award, vendors must submit a Phase I quotation.
Phase I Deadline: Phase I submissions must be uploaded via the designated Phase I Submission Form [https://forms.gle/rcKbAc4ZHDDn13YR9] no later than 9:00 AM ET October 16, 2026. Late submissions will not be evaluated.
Phase II Timeline: The Government will establish the Phase II submission deadline within the advisory notifications issued after Phase I evaluations.
Compliance: Quotations must be clear, concise, and fully compliant. Non-compliant submissions (e.g., missing documents, exceeding page limits, or violating formatting terms) may be excluded from evaluation.
