DME estimates approximately 20 poles per month across a system of about 18,000 distribution poles. - OEMs and named platforms: No equipment OEMs or engineering vendors are identified as suppliers. Microsoft Teams is named as a meeting platform; ESRI GIS/ARC FM Designer and SmartSheets are referenced as existing systems used in the work, not as products being purchased. - Services requested: Application intake, completeness and engineering reviews; pole-loading and replacement-design reviews; make-ready engineering; construction and post-construction inspections; as-built records and database administration; reporting, attaching-entity support and invoicing; technical assistance, special projects, surveys and audits; and safety and customer-contact reporting. No product part numbers or product quantities are specified. - Notable requirements: The firm must have at least three years of relevant organizational experience, be authorized to provide services in Texas, and hold a Texas Professional Engineering license. Engineering must be supervised by a Texas-licensed Professional Engineer, with documents sealed when required. Work must follow DME standards, the National Electrical Safety Code, and applicable laws; provide required processing, inspection, and reporting within DME timelines; protect City data; and include a collaborative workflow database. Relevant certifications and the ability to perform services in-house are favorable. Remote work is allowed, with no full-time onsite requirement, but business-hours availability is required. - Commercial and insurance considerations: Fees are negotiated with the selected firm rather than submitted with qualifications; contemplated pricing includes unit rates and time-and-expense work. Insurance requirements include commercial general liability, workers’ compensation/employers’ liability, automobile liability, and professional liability when applicable; claims-made coverage must continue after contract expiration.
