The Cecil County Health Department is seeking a consultant to assess and improve perinatal care access across Cecil and Harford Counties through regional planning, research, and a community-based pilot. - Government buyer: Maryland Department of Health, through the Cecil County Health Department, in collaboration with the Harford County Health Department. - Opportunity: Cecil and Harford Regional Perinatal Health Transformation Initiative (RFP CCHD-2027-005). - OEMs and vendors: No product manufacturers or commercial vendors are named. CRISP is identified as a possible clinical data source, not as a product vendor. - Requested services: Project management; administration of the Maternal Care Task Force and its Steering Committee and Action Teams; a regional maternal and infant health landscape analysis; a rural-focused national environmental scan; evidence-informed recommendations; and support for a Community Health Worker and/or Doula pilot. - Research and equity requirements: Analyze epidemiological, administrative, demographic, geographic, and clinical information, potentially including CRISP data; review existing reports and dashboards; conduct interviews and consumer focus groups or listening sessions; and examine disparities, service capacity, gaps, policies, and barriers to care. Deliver findings and recommendations in a data report and other accessible formats. - Pilot objectives: Help pregnant or postpartum participants navigate perinatal care and connect with services and resources. The project calls for enrolling at least 10 participants and evaluating the pilot’s effectiveness in connecting them to essential services. - Qualifications and delivery: Relevant experience includes maternal and child health, research and evaluation, stakeholder engagement, health equity, government projects, project management, and communicating findings. The work also includes in-person meetings in Elkton, Maryland; the attachment gives differing estimates of approximately 4–6 and 6–12 meetings. - Optional work: A second phase may involve designing, implementing, monitoring, and sustaining a coordinated regional system of care. This phase is optional and not guaranteed.
Description
The Cecil County Health Department is seeking proposals from qualified consultants to assess maternal and infant care needs and improve access to care in Cecil and Harford Counties. The work includes completing a perinatal landscape analysis, providing administrative support for the Cecil County Maternal Care Task Force as it develops into a regional consortium, and supporting implementation and evaluation of an access-to-care pilot project. Proposals will be evaluated, and the attachment contains the detailed scope of work and submission requirements. Proposals are due by email on October 30, 2026.
