Requirements include semiannual releases and interim patches, Navy ICAM and Enterprise Active Directory, DCPS/GEX interfaces, CAC/PIV authentication, cybersecurity and STIG compliance, FIAR/FISCAM audit readiness, and cloud-transition coordination for a DoD Impact Level 5 environment. A 35-server cutover strategy is specified. - Staffing and proposal work: Proposals include a staffing plan and labor-hour Basis of Estimate, plus a price workbook and pricing Basis of Estimate. Key and supporting roles cover program management, software and systems engineering, database/cloud administration, cybersecurity, quality assurance/testing, configuration and release management, and program scheduling. Applicable cybersecurity roles require DoD 8570/8140-compliant certifications. - Line-item structure: The schedule includes one lot each year for sustainment, NIS implementation, and other direct costs (ODC), across a base year and four option years. NIS implementation has a stated not-to-exceed ceiling of $1,500,000 per year; ODC has a $60,000 per-year ceiling. Sustainment pricing is not provided in the materials, so a total contract value cannot be determined. - Products and quantities: No separately procured hardware or software products, product part numbers, or product quantities are specified.
