The University of Kansas is seeking law firms for on-call legal counsel across university operations and 14 specialized practice areas. - Government buyer: The University of Kansas (KU), State of Kansas, through the Office of the General Counsel; KU Procurement is also involved. - Requested services: As-needed legal advice, investigations, regulatory-compliance guidance, policy support, and litigation. Firms may propose for one or more practice areas; no volume of work is guaranteed. - Practice areas: higher education advising; research compliance, including clinical trials, grants, and federal contracting; athletics, including NCAA, Big XII, and name, image, and likeness (NIL) matters; employment; labor relations; civil rights, including Title IX, Title VI, discrimination, and First Amendment matters; intellectual property; business and transactions, including corporate governance; real estate, construction, land use, and development; personal injury, premises liability, and tort defense; law enforcement defense; health law; privacy and data; and FCC and communications compliance. - Potential clients: KU and its controlled affiliates Kansas Athletics and KU Medical Center. The University of Kansas Health System is expressly excluded. The solicitation also requests rates for other Kansas Board of Regents entities. - OEMs and providers: No law firm, legal-services provider, or OEM is named as a proposed provider. Euna Procurement, powered by Ion Wave, is identified as a bid-submission platform, not a legal-services provider. - Notable requirements: Hourly billing only, with no retainer, engagement fee, or minimum monthly fee; proposed rates remain firm for the initial two-year term, with any later increases to be specified and limited. Reimbursable expenses are paid at actual cost. Proposals should demonstrate relevant higher-education experience, representative matters and outcomes, proposed attorneys and roles, references, and capacity to handle urgent matters. KU’s outside-counsel guidelines address coordination, staffing, billing, expenses, communications, conflicts, and limited responsible use of AI.
