The U.S. Mission to Vietnam is seeking a nonprofit partner to deliver disability services and strengthen rehabilitation systems in Ca Mau and Quang Ngai. - Government buyer: U.S. Department of State, Bureau of East Asian and Pacific Affairs (EAP), U.S. Embassy Hanoi. - Program and funding: One cooperative agreement is anticipated, with funding of up to $28,500,000, subject to availability. The five-year program targets 10,000 people with disabilities and at least 18,000 direct services. - Services requested: Multidisciplinary rehabilitation, medical and home care, assistive-device assessment and provision, psychological and social services, accessibility and home modifications, livelihood support, independent living, and social participation. The program also calls for policy implementation, public-awareness activities, and institutional and workforce capacity building. - Performance targets: Strengthen nine rehabilitation units, train 600 healthcare and rehabilitation personnel and 600 social-service personnel, build capacity at six universities or national/regional hospitals, and strengthen 30 social-service organizations or groups. Support participation by 15,000 people with disabilities and family members in disability-network activities. - Products and equipment: Equipment packages will be set following needs and facility assessments. Potential items include rehabilitation equipment, wheelchairs and other mobility or daily-living aids, hearing aids, Braille books, audiobooks, and advanced equipment for teaching. One 7-seat vehicle is identified for project management activities. - Government counterparts: Vietnam’s Ministry of National Defence and its National Action Center for Chemical and Environmental Treatment (NACCET). - Notable requirements: Applicants are expected to have Vietnamese organizational and tax registrations. The Department of State will have substantial involvement, including review of work plans, budgets, monitoring and evaluation plans, project sites, and certain small-scale home modifications. - OEMs and vendors: No commercial OEMs, manufacturers, or product vendors are named.

This opportunity supports a program to improve the quality of life of persons with disabilities in Ca Mau and Quang Ngai, Vietnam, provinces heavily sprayed with Agent Orange.
