Foreign-Trade Zones Board Notice on Sanyo Denki America’s Proposed Manufacturing Activity

The U.S. Department of Commerce’s Foreign-Trade Zones Board notice concerns Sanyo Denki America, Inc.’s proposed manufacturing activity in Torrance, California, and is not a solicitation for products or services. - Government buyer and location - U.S. Department of Commerce — Foreign-Trade Zones Board - Proposed activity at Sanyo Denki America, Inc.’s facility in Torrance, California, within Foreign-Trade Zone 50. - OEM - Sanyo Denki America, Inc. is the only company named and the manufacturer associated with the proposed production activity. - Proposed finished products - Mounting-support and magnetic rails; axial and centrifugal fans; fan, printed-circuit, and electric-motor assemblies; and fan filter kits. - Stepper motors up to 37.5 watts; AC motors over 18.65 watts and up to 37.5 watts; motors up to 750 watts; and amplifiers. - Static converters; lithium-ion batteries and battery packs; battery cases; distribution boards rated up to 1,000 volts; circuit breakers; and insulated electric conductors. - Proposed foreign-status materials and components - Plastics, including inverter cabinets, power stands, housings, electrical plastic boards, connector fittings, and receptacle boxes; printed catalogs; and USB devices and smart-card storage devices. - Metal components: stainless-steel screws, machine frames, cooling manifolds, nozzles, motor shafts and bearings; steel wire, brackets, clips, finger guards, heat sinks, housings, bases, guide rails, carriages, spindle housings, protective guards, bearings, shafts and motor frames; iron mounting brackets; aluminum fan blades; brass nozzles; and copper anchor brackets, electrical connections, motor coils and connectors. - Fans and cooling components, including axial, blower, centrifugal and cooling fans; liquid-cooling fan systems; fan and noise filters; and fan-motor integrated circuits. - Motors and related components, including servo motors at various power levels (including up to 1 kW and above), DC stepper motors, single linear motors, generators, magnetic linear-rail motor stators, motor rotors, permanent magnets, and motor carbon brushes. - Electrical and control components, including AC/DC drivers, wiring harnesses, cables, static amplifiers, power converters and converter battery packs, lithium-ion batteries, dry contacts, power resistors and wire-wound variable resistors, temperature and humidity sensors, programmable-logic and electrical controllers, power conditioners, and contact-interface cards. - Industrial motor-control and automation training and demonstration equipment, tachometers, and airflow testers. - Notable requirements and scope - FTZ production is limited to the materials and finished products described in the notification and subsequently authorized by the Board. - Listed duty ranges are duty-free to 5.7% for finished products and duty-free to 8.5% for inputs. Certain materials may be subject to Section 232 or Section 301 duties and, where applicable, must be admitted in privileged foreign status. - The notice invites public comment; it does not request bids, establish product quantities, or specify a contract period.
