The Region of Waterloo is seeking a consulting firm to conduct a strategic horizon scanning exercise to inform its next corporate strategic plan. The work includes quantitative and qualitative data gathering and analysis to identify mature and emerging trends across social, economic, environmental, political, legislative, and technological contexts, and assess potential effects on service delivery and longer-term planning. The consultant must examine how trends have changed since the previous strategic plan and how they affect the Region’s varied geographies and populations. The findings will provide an updated evidence base for strategic planning and future planning, priority-setting, and decision-making.
