Description
PURPOSE: Director, Submarine Programs (DSP), Director, Design and Construction (D,D and C), and the SSN(X) New Attack Submarine Program Office (PMS 351) issue this Sources Sought Notice for market-research and planning purposes only to identify domestic shipyard vendors interested and capable of supporting the Navy as a prime construction yard(s) for the Next-Generation Attack Submarine, currently designated SSN(X). This notice constitutes market research pursuant to FAR Part 10 to baseline current domestic industrial capabilities, identify future capital expenditure requirements, and inform acquisition strategies for the SSN(X) shipbuilding pipeline. The applicable North American Industry Classification System (NAICS) code assigned to this notice is 336611, Ship Building and Repairing. Achieving these operational goals requires prime construction yards capable of executing complex manufacturing, complete hull fabrication, modular outfitting, precision systems integration, reactor compartment installation, and post-delivery testing. PMS 351 seeks detailed technical insight into candidate shipyards operational capacity, drydock availability, specialized fabrication tooling, and qualified shipbuilding design workforce to determine readiness for a long-duration capital combatant construction program. Interested vendors must demonstrate robust industrial infrastructure capable of supporting large-scale nuclear submarine construction. Critical facility assets include certified graving docks or floating drydocks, heavy module fabrication shops, and gantry crane systems capable of lifting and translating major submarine modules. Qualified respondents must possess established quality management systems, mature non-destructive testing capabilities, and certified welding procedures for high-yield submarine-grade steels, advanced non-ferrous alloys, and specialized acoustic treatment installations. Completed questionnaires (attached to this notice) must be delivered electronically via DoD SAFE (https://safe.apps.mil/my.policy) to the Procuring Contracting Officer (PCO) or Contract Specialist (CS) listed in this notice. This notice will close within seven calendar days of this posting, no later than 1700 Eastern Daylight Time. In order for an interested vendor to use the DoD SAFE portal, please submit a request to the PCO and CS via email for a secure link for drop off. NOTE: this request must be submitted before the closure of this notice to be reviewed. Submission information must remain unclassified. The Government may follow-up with vendors that are determined by the Government to be capable of supporting potential requirements of this Program.
