California is seeking one provider to help climate-program grantees move projects from planning and pre-development into implementation. - Government buyer: State of California; Governor’s Office of Land Use and Climate Innovation (LCI), through the Strategic Growth Council (SGC). The contract ceiling is $3,050,000, with up to $2,000,000 for TCC technical assistance and capacity-building tasks and $1,050,000 for CRC technical assistance. - Notable requirements: Provide occasional in-person assistance across California while supporting remote delivery; use accessible, ADA-compliant materials; demonstrate experience with California infrastructure projects and underserved, rural, unincorporated, or tribal communities; and address tribal cultural competency and data sovereignty. Description

The solicitation seeks a provider to deliver implementation technical assistance to Round 6 grantees of the Transformative Climate Communities Program and Round 2 grantees of the Community Resilience Centers Program. The provider will build grantee capacity and support implementation of grant-funded Planning Grants, Project Development Grants, and Implementation Grants. Services include individualized assistance with grant management, invoicing and reporting, project management, and infrastructure and climate-resilience subject-matter expertise, as well as designing and carrying out capacity-building programming. Proposals are due January 15, 2027, at 5:00 PM PST; the notice lists a maximum contract budget of $3,050,000.
