The Canadian Nuclear Safety Commission is seeking a two-year study of thermal-effluent risks and regulatory practices affecting electricity-generation facilities, especially nuclear plants. - Buyer: Canadian Nuclear Safety Commission (CNSC), on behalf of the Government of Canada; no sub-agency or office is identified. - Scope: Review Canadian and international approaches to assessing and regulating thermal discharges, including facilities using once-through cooling systems. - Key work: Examine thermal-plume modeling, site monitoring and characterization, risk-assessment methods, and thermal-effects research; assess study reliability and relevance; identify gaps in guidance and recommend improvements for Canadian nuclear power plants. - Deliverables: Develop Excel databases of thermal-effect benchmarks for relevant Canadian marine and freshwater species and subject-matter experts; provide a work plan, three progress reports, meetings, draft and final reports, a presentation, and a publication abstract or summary. - Quantity and products: One professional-services requirement; no hardware, product part numbers, or product quantities are specified. - OEMs and vendors: No OEMs, vendors, or incumbent contractors are named. - Notable requirements: Deliverables are in English, and travel is not required.

Description

Canada is seeking professional services to review how thermal risk assessments are conducted in the electrical power generation industry in Canada and internationally, and whether regulatory frameworks exist for managing thermal effluent. The work includes identifying gaps in standardized assessment methods, recommending improvements for thermal risk assessments at Canadian nuclear power plants, critically evaluating thermal-effects literature, and creating an updated database of thermal-effects thresholds for relevant Canadian fish and invertebrate species in marine and freshwater environments. The contractor will also review and compile regulatory approaches used by facilities with once-through cooling systems, including nuclear and oil and gas plants, with respect to thermal risk assessment and thermal thresholds. The estimated contract duration is 24 months.
