Blue Ridge Regional Library is seeking a bundled mobile internet solution for its bookmobile in Henry County, Patrick County, and Martinsville, Virginia. - Buyer and service area: Blue Ridge Regional Library; the attachment also identifies Patrick County Bookmobile. Service must cover regular bookmobile routes and destinations in Henry County, Patrick County, and the City of Martinsville. - Requested service: One cellular data plan or air-card line, with bandwidth options from 5 Mbps to 500 Mbps and data allowances from 15 GB through 35 GB or unlimited. It must reliably support at least 10 staff and patron devices. - Equipment bundle: One complete bookmobile connectivity package, with any needed Wi-Fi 6 access points, antennas, modem/router, cabling, mounting equipment, and licenses. Equipment must support at least 10 client connections and operate from -30°C to +65°C. Non-permanent mounting and applicant- or provider-installed options are requested; rental and/or purchase proposals are acceptable. - Service features and support: Include a coverage map, secure web-based management and reporting portal, controls for connected devices, adjustable CIPA-compliant filtering, and 24/7/365 support. Installation and initial configuration are required. - Pricing and term requirements: Itemize monthly recurring and non-recurring charges, identify E-Rate-ineligible components separately, and include all equipment and delivery costs. Generic price lists are considered non-responsive. Month-to-month and contracted offers are acceptable; contract pricing should include 12- or 36-month terms and two additional optional 12-month terms. Early termination without penalty and no price increases during the agreement term are required. - Named companies and restrictions: No service provider or requested equipment OEM is identified. Huawei and ZTE are named as prohibited covered companies; vendors must certify compliance with applicable FCC supply-chain restrictions. - Period: Service is requested to begin in 2027.
