The U.S. Navy is seeking industry input on welding procedure qualification and on-call structural repair capability for ships operating in the 7th Fleet area. - Government buyer: Department of the Navy, NAVSUP Fleet Logistics Command, Yokosuka Site Singapore; the related work template identifies NAVSUP FLC (Contracting) Singapore. - Opportunity: Market research for commercial ship-repair facilities with an MSRA or ABR operating in the 7th Fleet area, excluding Japan, Guam, and Hawaii. This is an RFI/Sources Sought notice, not a request for formal proposals. - Planned work: Qualify a contractor-owned organizational welding procedure under NAVSEA requirements, provide the certified procedure and supporting records, and establish sustained availability for emergent warship voyage repairs. An option would provide on-call structural voyage repairs after the procedure is accepted. - Materials and specifications: The work template calls for 4 square feet of 1/2-inch Grade A ABS carbon-steel plate and 10 pounds of E7018-A1 covered electrodes. The welding procedure is AWS-NAVSEA B2.1-1-302:2015 for shielded metal arc welding of carbon steel. - Testing and deliverables: Prepare and weld a test assembly; verify fit-up and assembly position; conduct visual, radiographic, and magnetic-particle inspections; and submit a certified Procedure Qualification Record, signed welding procedure specification, and inspection records. The qualification package is due within 3 calendar days after work completion. - Business and performance requirements: Propose schedules and performance periods for the base and option work. The availability plan should address workforce retention, semi-annual qualification updates, emergent-repair response, and supply-chain reliability; the intended availability is multi-year. - OEMs and vendors: No commercial OEMs, manufacturers, resellers, or service vendors are named. AWS, NAVSEA, and ABS are referenced in connection with welding standards or material requirements, not as product vendors.

This is a Request for Information (RFI) / Sources Sought notice. This announcement is published for market research and planning purposes only and does not constitute a formal Request for Proposal (RFP) or Request for Quotation (RFQ).

The Department of the Navy is issuing this RFI to identify sources interested in and qualified to fulfill a capability gap for welding to support ship repair and maintenance located within the 7th Fleet Area of Responsibility (AOR), excluding Hawaii.

The Government intends to evaluate capabilities and draft plans to determine the feasibility of awarding Firm-Fixed-Price (FFP) contracts under FAR Part 12 (Acquisition of Commercial Products and Commercial Services). This RFI provides industry with the opportunity to review the draft requirements, propose tentative technical approaches, and provide high-level pricing and performance timelines.

Clarification questions (Form J-1) shall be submitted in writing via email no later than 2 Nov 2026, 10:00AM Singapore time.
